There are three staircases along the lower curved edge of the garden.
Keep all three stairs in their exact current locations, widths, alignment, and geometry.
The correct levels are:

Japanese garden level = ±0.00 m
Therefore, each of these three stairs must DESCEND from the higher street level into the lower Japanese garden.
Correct movement:
Street (+1.30 m) → DOWN 1.30 m → Garden (±0.00 m)
The top of each stair must connect to the higher street level, and the bottom of each stair must connect to the garden level.
Do NOT make these stairs ascend from the garden toward the street.
2. UPPER STAIR — OPPOSITE LEVEL RELATIONSHIP
There is one staircase at the upper edge of the garden.
Keep this stair in its exact current location, width, alignment, and geometry.
Its level relationship is different:
Japanese garden = ±0.00 m
Second street level = −2.00 m
Therefore, this upper staircase must DESCEND from the garden toward the second, lower street.
Correct movement:

Do NOT make this stair descend from the street into the garden.
3. GREEN LAWN BETWEEN THE THREE LOWER STAIRS
Along the lower curved edge, replace the hard paving areas between the three lower staircases with a soft, subtle light-green lawn.
The grass must follow the exact existing curved geometry.
It should be:

simple and neatly maintained
natural Japanese landscape lawn
subtle, not overly saturated
Do NOT add flowers, shrubs, rocks, trees, or any additional planting in these lawn areas.
